  Literally “as it is due / as it should be.” Means properly, correctly, as expected — “properly,” “as it ought to be done.” E.g. “zrób to jak należy” — do it properly.

  'Należy' is the impersonal third person singular — 'it is proper/due.' A very common impersonal construction in Polish.
